House rejects crypto package containing the GENIUS Act despite Trump push backing

On July 16, the House rejected the crypto-related proposals package, which included the GENIUS Act, the CLARITY Act, and the Anti-CBDC Surveillance Act, by a vote of 183-203.

With the House rejecting the resolution that had previously passed in the Senate, the package effectively fails unless the House moves to reconsider or amend it and restarts the process.

Since this was a bundled proposal and not a formal bill, it did not go to the President. The defeat means the measures must be repackaged or brought to the floor individually in a new legislative effort.

Crypto Package Setback on July 15

House leaders brought GENIUS to the floor one day after members rejected a rule that bundled the three digital asset measures with the annual defense appropriation.

President Donald Trump urged Republicans on Truth Social on July 15 to support the combined rule, writing that passage would keep the United States “lightyears ahead” of China and Europe on digital asset policy.

Libertarian‑leaning and House Freedom Caucus members objected to the bundling and pressed for stand‑alone debate time.

Representative Chip Roy told reporter Laura Weiss he wants “a hard ban” on a US central bank digital currency and ranked the CLARITY Act as equally important. He said opponents “need to be dealing with this all at once.”
